  It doesn't.  Years back, the Army Corps of Engineers inflated the numbers for
a completely unrelated project to increase their own available funds.  They
were very much in the wrong and they were caught with their hands in the
cookie jar, and all involved personel have since been replaced or simply
eliminated as positions entirely.

  But it's been the Bush administration's ready excuse for under-funding EVERY
project they seek funding for, as a matter of course and as an
explicitly-expressed priority since by labeling everything the ACE seeks to do
as "pork".

  It wasn't FEMA at all that committed the transgression.

  Frank just gets confused about things like names, dates, numbers, who cited
what, how communication is accomplished in a BBS, what day it is...

  I hope someone helps him get dressed in the morning.  *shakes head*  That
could be ugly.
