Yes, I've been (probably overly) vocal about all this B.S. on levee funding. That's because most people probably *don't* understand how federal funding works. As you may have gathered, I've been with the military and federal government for more than 30 years. I live and work in D.C. I won't claim to be an expert, but I can spot a red herring with pretty good accuracy. So, let me make this analogy, and then I'm going to shut up about it. Say you're my 19 year-old son and come to me with, "Dad, I need $500 to buy food for my new apartment to last the month." I say, "Sorry, I only have $250 to spare... Try to stretch it out." Does it matter why I can't give you the full $500 you requested? Probably, but it's a) my decision to prioritize my money as I see fit, and b) none of your business, really. So, you take your $250 and head to the store. On the way, you drop $20 for a movie and some popcorn, and you then drop $100 on a pair of tennis shoes. You get to the supermarket with your remaining $130 and start to shop. You grab a few essential staples -- bread, cereal and such -- but you also load up on candy, soda and assorted junk food. In the middle of the month, you come back to me with, "Dad, I'm outa food. I told you it was gonna cost $500!" Like most fathers, I'll dole out what I can, but sometimes I just won't have the money.
