As far as I'm concerned, that's precisely what the hind-sight spin is. *shakes head* Continuing to cite facts to Frank only seems to rile the guy up, so I won't bother cataloguing the ongoing work that was done nor the drying-up of funding anymore, but there's that spin going on plus the fact that, because of the under-funding, we're now looking at MASSIVE multi-billion dollar funding to correct the inequities that were taken a chance on, a horrible body count, and hundreds of thousands of ruined lives. It surely would have given the people there more of a chance to get out, and just might have made it possible to turn what looks to be VERY long-term total reconstruction into something we were prepared to handle without pretty much scratching an entire city off the map.
