I wasn't making a case for NOT trying, just saying that some of this was prolly
unavoidable.Others say it's Luoisianna's fault for various reasons.

Prolly a mix of anti-helping people (undesrved as they are 
ie poor) and a need to squeeze funds for HIS project - aka the WAR.
