You seem to forget:  GWB gutted FEMA, replaced it's executive head with 
unqualified buffoons, stripped away nearly half their budget, and stuck 
them under the wing of "Homeland Security" who (lest we forget) are only 
interested in reading your e-mails and preventing your wife from boarding 
an aeroplane with a nail-file.

It isn't that they didn't institute the established mechanisms.  it is 
that the mechanisms of old can no longer be afforded, and the newer, 
cut-back mechanisms were not enough.
