The forward deployment of our military in Iraq, Afghanistan and dozens of other
areas had *nothing* to do with the speed of response to the Katrina disaster. 
That is *entirely* the result of established, legal processes which we put in
place in our Constitution for dispatching military troops to take control of
civilian locales.
