There are established mechanisms for the local, county (parish) and state governments to prepare for emergencies, to execute emergency plans and to petition to the federal government for emergency assistance. The administration did everything within its power -- including declaration of disaster prior to the catastrophe even occuring -- to help these states deal with their problems. Alabama and Mississippi seem to have done fine operating under the established procedures. New Orleans, Orleans parish and the Louisiana state government did abominably, and those elected representatives need to be held accountable. The fact is that the military is now (that it's been declared a federal emergency) in complete control and will have the situation stabilized very soon.
