  Hmm.  Maybe you should stop trying to deal with numbers when you run out of
fingers on your hand, as once you get to SIX, you find the information
contained within THIS document from the Army Corps of Engineers regarding
roughly $250 mil in savings due to efforts in 1999 which shored up exactly
what you allege hasn't been improved in 20 years:

on MORE specific projcts that were undertaken, as of May 15, 2004, towards
doing what you allege wasn't being done.

Jefferson Parish, Louisiana; New Orleans Times-Picayune, June 8, 2004:
