It more a question of refining capacity. We are at or near capacity all the
time.

And Alsakan oil mostly goes overseas West Pacific, because we cannot refine it
on the west coast.

We (USA) use all we can get. I don't think any one is holding back.

And with New Orleans refineries offline for the time being, it's only gonna get
worse. And a long time before it gets better. And winter is coming too.
