Exactly.  And when the gas isn't moving into the cylinder, or is moving very
slowly, it's because there is no longer enough pressure forcing it in.  When
this happens, you cap the well and let the pressure build back up so that you
can actually pump the oil out of the bore.  You can't actually suck it into the
bore by pumping... it needs to flow there of its own accord.
