I've been up now since 2001.  To start getting some regular users, you
need to get involved with some different networks, Fido, Newsgroups,
etc..  Some advertising in those networks will open quite a few
doors.  I'm pushing about 300 users, got a few that are regulars... You
also need to find a nitch.  Some offer real active door games like
Tradewars, and a host of IBBS type games, others offer tons of message
areas, and some of us offer a boat load of files...  Specialize.  Find
something the people that log into your board go after, then work that
angle.  

Since your board is based on the Monopoly game... Park Avenue... I'd check
for some door games for Monopoly...  Make and keep the games active and
advertise that... might be your nitch.  :)
