You cap a well because the $30,000 it costs to cap it is less than you stand to loose in maintenance from keeping it idle until it's worth working it again. Drilling through concrete is quite a bit easier than drilling through rock (get your drill and try it!) Redrilling a capped well costs about 1/10th what it costs to drill a new one. The OTHER reason they get capped is that the pressure is gone... the only way the pressure will return is if it's not leaking. I think you can figure it out from there.
