Yes people DO clean up. Not all people to be sure but it does happen.

I lived in Germany for a few years. The landlady swept the street in
front of our building... everyday. As did her neighbors.

Most people care, but when they look at the enormity of the task, think
it's impossible. Not true.

But that wasn't my question. Would it hurt?
