The author released NoBogus to all sysops in his documentation,
Dale. Well before his death. This you have been told on numerous
occasions. He did NOT specify in his documentation a restriction
on his later versions. Perhaps it was Souvestre who made the
decision not to release the latest and greatest version to the
common sysop. I feel quite sure he wanted to control who had it,
restricting it to the alleged top hubs, but it seems he may have
been exceeding his authority in trying to do so.
