NoBogus been around since at least the early 90's, when I first
encountered ver 1.3, at which time (and ever since) the License
section of the documentation reads:

  All Fidonet sysops are hereby licensed to use NOBOGUS at no
  charge.

It does *NOT* restrict the use of any particular version to
certain selected sub-groups of Fidonet sysops, such as the
alleged "top level" hubs... That bit of high-handed control
tactic was very likely the sole result of one of John Souvestre's
decisions. But he's not even in Fidonet any more, is he?
