Did Jack Yates vote?

If yes, then that would uphold your numbers, if he did not (and we
know he did not) then that makes 6 out of 8 that voted, a full 1/4th
of the total sysops listed did not vote and were not notified. That
would make the '3 out of 5' average almost right.

And don't eeeeeven bring up how Jack was notified 'too late'
because of a hung-up Netmail on your system.

And, so, now begins the spin. First it was a 'unanimous' vote, now
it's 'a unanimous opinion of those that were involved'... at least
that description fits a little better.
