It started with Jim Cannell bitching to David Moufarrege about the routing issues. (Which you could affirm with not all 10 REC's doing such a hot kob of tendering their lists regularly at that time), I even recall calling John Souvestre up voice and giving him the heads up on what Cannell was complaining about. You might recall John sometime during the Autumn of 1999 taking Cannell to task over this issue a couple of times in a public echo. At that time, John and I both felt that from our perspectives, routing wasnt as screwed up as Cannell was intimating.
