The whole crux of the argument is that if they send that route chart in its own FDN, the end/leaf nodes have the option to opt out of that route chart, like they can the other route chart oriented FDN's including the Russian one (Hi Carl). While still getting the other Fidonet Information files that do interest them. If they opt for their own FDN, I hope no one deletes that file so that no one else below them can get it, because at that point a FIX message is all it takes to prevent the receipt of that file.
