Why doesn't just someone get this guy to fix his software??? If he's so inept 
that he can't fix it, and his uplink still decides to accept his mail, why 
doesn't his /immediate/ uplink set up to filter out all his dupes, thereby 
eliminating the problem for everyone else?

Nah, that would make too much sense...
