I agree and that will still present a problem because of:

1. the way many of us were taught, 
2. the different dictionaries we use, 
3. our perception of what the definitions mean, 
4. how we group the words together, 
5. the manner in which we decipher them to glean the intent of the writer, 
                                    (which is a hit and miss proposition)
6. et cetera.
