No, not my philosophy.. it just makes sense since he could be pointed to a 
variety of sites, or given a regional independant node immediately and a feed 
if he wants to pick up there.

As usual, you assume too much.

People in R12, when contacted by an out of region node, contact RCs like Ross 
anyway before giving out a node number in Canadian R12 - that's just what Dave 
Hamilton does, for instance.  I'm glad he does :)
