Apart from the ASKACOP2 saga (dropped due to abuse - moderator was threatening 
civil and criminal prosecution against various echo participants) yes, there 
are many echos originating mostly in Z2 which aren't in the backbone.na files.

Try ftp://glonet.co.nz and grab any files with names like WWB*.* for an idea of 
what's involved; most of the non-English-language echos appear in these lists 
as purely regional WWB conferences but aren't in echolist or backbone.na

The split exists due to language, with Z1 using English and Z2 multilingual.

One key exception: French-Canadian traffic was traditionally distributed by 
"othernet" methods (101: Francomedia, 440: Canadamedia, both now defunct).
