I came into Fidonet around the ending of the "fidonet.na" period and was still in a steep learning curve. Due to this, I didn't learn a lot about the "fidonet.na" setup. It lists echos and what network they are distributed in (ie: Fidonet, Joenet, and so on). That would lead to a belief that if it is listed as a Fidonet echo, it should be available in all Fidonet. Now. Put in x number of distribution systems. Each have different rules about how an echo should be listed. All of a sudden, you have the list of echos that are in the Elist and should be distributed divided and split and some are available in one area, but not in another. Each distribution system creates its own echolist. There is a Elist, but it means little since it is ignored except as a list of echo tags. Therefore, there are several "Fidonets" operating in Zone 1 since they distribute a different echolist for each. Is it any wonder that other Zones don't want to participate in the Elist and don't understand it? Is it any wonder that other Zones have a hard time understanding how to list their echo in Zone 1?
