For purposes of this discussion, those in the toplevel are meshed with all the 
echoes. The NAB has 5 in this arrangement, The Z1B has 3.

This message I am writing you will get sent to each of the other four NAB hubs 
I am meshed with in addition to my own links. They wont distribute the message 
amongst each other because of the seenbys. A mesh topology allows for fast 
message propogation in addition to redundancy.
