I really can't say what the history is.  So as not to put my foot in my mouth 
too far, I'll not comment of whatever reasons this happened the way it did.

I will assure you, that unless there are true mitigating circumstances, you 
will not here me complain :)  I am not one to do one thing and then say that 
others can't and vice versa.
