What you turned it into is not what was mandated.

Was it also mandated that the ZEC exclude certain systems from receiving the 
"official" list?

Mainly from the direct results of YOUR actions. You've played far too many 
political games with the "official" list. Just because the Z1C backs you up on 
these games doesn't make it right.
