His NC is responsible for seg submissions and in many cases the editting, 
addition and oversight of said seg.

and if the NC is not atop of things, it is useless.

That is not negative, its the cold hard truth.

no more than they can control the errors in the alternate list such as using 
the Psychic hotline or echotags or RVIA info that pointed to a hub that has not 
been in the nodelist for 1.5 months that I am sure every member of your 
committee was aware of?
