To be truthful, the RVIA flag idea is a more technically sound proposal than a zone-wide routelist. If there exists a typo in the zone-wide list, entire nets of dozens of people can be cut off. If an RVIA flag is borked, the person responsible will be cut off, and his downlinks/net members can proceed to lambast him accordingly. That's hos heirarchal internetworking technology is supposed to work; everybody responsible for their segment and below it. Providing a single failing point at a primary convergance zone is always a mistake, and will only lead to chaos and headaches.
