I believe every Region also has at least several NCs who are capable of same. Policy 4 outlines the procedures to follow for nodelisting out of area nodes and why it's done. There was a period of time when not all Regions had ION capability which is the reason why we have the IP section of the Nodelist which is EXCLUSIVELY for ION listings. Between this nodelist section and every Region being ION capable there is NO need for any node to have to seek a listing outside of their geographic region. Now, if the nodes in question actually attempted to contact *Cs in their geographic regions and couldn't get listed, I wouldn't have an objection to an out of area listing. But there are definitely listings in the 229 segment where that doesn't apply and the *C simply went and listed them.
