Are there no other files hatched in that file echo? If it is entirely
impossible for her to hatch /anything/ but a compiled routelist in that file
echo, then your argument is valid and mine is invalid, and I'll accept that
as further proof of her intent; yet it *absolutely must* be the case that it
is /impossible/ for her to hatch anything else into that file echo.

I see no evidence that Foxy did not allow her to put her routing info into any 
list. Foxy has the responsibility to put the routing info Carol releases into 
the zone routelist she releases; if she is not doing that, fine, take her to 
task for that. As far as any other lists go, it is entirely up to Carol to 
decide if she wants her region's info listed there or not.

If Carol hatches the regional routelist herself, then the information is 
readily available for any list she allows to use it.

If she promised to hatch Routelist.R13 and didn't, then I agree. However it 
never was Foxy's responsibility to hatch that file in the first place, it was 
Carol's responsibility.
