Not forgetting that, however, we've generally had someone acting in the
capacity of ZEC (appointed by the Z1C) and for alot longer than any ZLC
appointment.

Would help to employ some common sense.  An NEC provides info on Net routing.
An REC provides info for routing within the Region.  A ZEC coordinates routed
Echomail throughout the Zone.
