There are restrictions honored by all the major hubs as to who
can hatch files, what the file names are to be, and what file
echo is to be used. ONLY the ZC can hatch into the NODEDIFF file
area. ONLY the Elist Keeper can hatch into the ECHOLIST file
area. ONLY the Fidonews Editor can hatch into FIDONEWS. As for
the Z1_REC file area, each REC can hatch ONLY their own region's
routelist and ONLY the ZEC or desiginated assistant (ZLC) can
hatch the zone routelist. Your REC does not have permission to
hatch anything into the Z1_REC file area *EXCEPT* a file called
ROUTELST.R12.

Unfortunately, you in R12 seem to think that rules are for someone
else to obey, not you. So you keep going in other people's sandboxes
and appropriating them for your own.
