Yes.But they do already. Thator the NEC has to tell when a change happens.

They are already. This is just a way to show it without any other outside the 
net intervention.

They arent all. Change takes time.  Only R12 has it fully implemented and they 
seem to have done a good job of it.

MRVIA neither makes that more, or less possible. RVIA is astop gap to hopefully 
reach a node when the rest stops working in their net.
