Took about three seconds here on a '486dx100 with no screen over a telnet link

If I find more in three seconds with a grep on an MRVIA set that's incomplete 
in many regions than I find reported by the listkeeper, something is wrong.

Our nodelist clerks have been maintaining them. If yours hasn't, you'd be 
better to raise the issue with your *C than to sit here & complain to Stewart.

An NC error can't change the flags for anyone outside that one net; this is one 
of the advantages of this over the current approach. Less margin for error. The 
one major limitation is that a top-level matrix is still needed.
