As I train a new REC, I am going to have him use the same format (pretty much) 
that Foxy uses.The reaon is the less 'translation' she has to do, the easier 
the job is.

The most recent format here has some added 'keywords' just to make her life 
easier. I used pretty much her set, and added   o   for 'ZLC ignore' when it's 
totally internal.  She lists those only if the net has no other listed path.

What I'm finding interesting is the raw routelst.r13 is being used by some 
TLH's as those   o   links are sometimes more functional for them.  Thats ok, 
thats why we list'em!
