There's lots of room for interpretation in the document... but what's there
is there, and the onus /is/ clearly on the sysops. 

Regardless of technical standards, if a system causes a problem for another
system, the onus is on the sysop of that system to fix the problem, /not/ on
his echomail hub to fix it for him and for everyone else along the way. 

Dale Ross and DavidC say they have a problem with messages with no MSGID,
because a PX system who's a downlink of Dale's regurgitates those messages
with /his/ system's node number in the MSGID. Meanwhile the vast majority of
systems can pass messages with no MSGID without doing this. 

In this case, I say the PX system has the bug, since it is altering mail in
a way it shouldn't be doing, and is causing problems for others in the
network. The onus thus should be on the sysop of that PX system to fix
things on his end.
