If she holds an official position in an organization, part of which entails, as part of the duties, the compiling and distribution of a list, needed by the organization, then she does not have the right to withhold distribution from certain people. Also, I disagre with the use of the term author. That term implies an original work. A compilation is NOT an original work. Particularly when the compiler is only compiling information gathered by others, not even researching and finding the data for herself. I have been working on compiling an index of genealogical resources for the County of Montgomery, in Wales. That is a much bigger project than any routelist for Fido. It also involves finding some pretty obscure documents, manuscripts, and books, and spending hours and hours under a black hood reading and translating microfilm of 17th century sheepskin manuscripts written in pigin Latin by semi-literate priests. Whether or not even this document constitutes an "original work" worthy of the credit of authorship is doubtful. It is doubtful if it is even copyrightable.
