There's already an open announcement echo called FDN_ANNOUNCE.

For FDN heads, there's an announcement echo called FILE_REQ, which basically 
tells one when the file was released and by what FDN, so downlinks can expect 
to see it soon (or inquire where it is to their uplink, should it not arrive.)

I feel this sort of duplication damages all echoes, drawing traffic away and 
making them all less active.  (My opinion only, means nothing to anyone if the 
don't agree.)
