Hello All!

In light of innuendo put forth last week regarding the distribution of files 
and to help many who are responsible for the hatching of certain files or those 
looking for same, I have created a new echo called NEW_FILES.

All hubs, nodes are "encouraged" to post their new files received 
announcements, in this echo, as a tool to help see where a file propogated to, 
perhaps to help track breaks and also to provide information as to how has 
what?
