  OK -- all I know for sure is that I get it from a zone level hub in
  R18.  On checking, I see that it does not appear on the listing his
  areafix sends out, nor do I see any other regional echos there.

  I had thought that when Carol was RC, it was arranged to have it on
  the backbone, but I guess the situation is really what you said.  The
  effect is nearly the same.   Anyone who has legitimate cause to access
  it can do so without a great effort, and no one gets bent out of shape
  about it.
