Moderator of record turns password over to another party who continues listing 
and then disappears.  The original moderator can't have it removed unless he or 
she re-elists because he or she no longer has the password..

Not always. I'd had an echo dropped from the elist and needed it removed from 
the Z1B after the fact.  I did it via netmail.
