FWIW: i should think not but everyone should also know that anyone can utilize 
most data in any way they see fit unless restricted by legal means... then one 
has to look at the "legal" in the area(s) affected (ie: a state in north 
america and bulgaria for instance)...

other than that, i view it as a comment is just that... a comment... nothing 
else...
