the echolist, when started by mike fuchs, was never intended as anything more 
than a list of FTN-style echomail areas and the associated information for 
those areas... no restrictions on what zones or networks... nothing other than 
a simple listing place...

others decided to base their decisions on what they found in the echolist...

note also that none of this stuff was ever "officially" recognised... nothing 
other than at some point, the echolist was given a zonal independant node 
number in the same flavor as the help nodes...
