According to an article I read, the explanation is that a manufacturer of Chinese fortune cookies printed that combination on the back of the fortune in a lot of cookies. Many people got the cookie, 110 people actually played the numbers and so won big (but not the jackpot). According to the lottery folks, they would have been better off if the fortune cookie slip had the jackpot number on it instead of all but one -- then the 110 people would have split the jackpot instead of each collecting the fixed amount second prize.
