A new install into the same folder as an existing installation overwrites 
existing files, but keeps existing settings... it can fix problems if they are 
due to corrupted or missing files, but will not cure problems if they are due 
to problematic Registry settings or 3rd-party software installations. In my 
experience, most of the time, it's a waste of time-- but I often try it, since 
it's so much less traumatic for the user.

Installing into a different folder gives a clean Windows installation...

Sorry... I don't really have anything I could say about this that wouldn't be 
guesswork. In most case, Win95 drivers will work with Win98SE, so that is 
probably worth a try.

If the 486/Win3.1 box was working fine, why upgrade it?
