Followed some advice that went against my intuition.

Win 98 F.E. fdisk wrapped the drive so it overwrote the first sector 0.
This release of fdisk doesn't work above 64 Gig and my drive was one
Gig too far. 

In 90 days I'll have another hard drive and aftermarked BIOS'ed 
I/O card that supports ATAPI CD drives.

Yeah I'm tired of all the attendent problems.
