Extracted a new User.exe file -- no change.  IE has an UNinstall program?
I'll have to check that out.

Uninstalling and reinstalling IE every time I have a problem with it is
going to be a Royal PITA!  I guess I'll have to get accustomed to it...

That was one of the first things that I did -- ran three different virus
scanners and nothing was found (that wasn't there before -- have a virus
collection in a password protected archive).
