You could try extracting just USER.EXE from the install package
(which may or may not be doable) but my guess is you need to
uninstall and reinstall IEx to fix this. 

Scan for virus wouldn't hurt (to determine how/what caused this
malfunction).

Opera v3.62 browser is a much faster browser with a smaller
footprint on the hard drive (if you are interested in an
improvement). :-)
