Not necessarily. Power Outages can jsut as easily take out your Cell
Site.
Cell phones are Notoriously unreliable during disasters and power
outages.
Some Cities found that out the Hard Way. The Brain Dead Politicans
decised they no longer needed the help of the Hasm Emergency
Communications beople and disassociated form them. Only to come crawling
back when their "Much Favored" cell phones FAILED. 
During last years Fire Storm here i nSounthern Califronia that hqppened
BIG time. First hundreds fo  cell sites were Butnmed out. And then the
computer Controlled Cel lsystem vcan be put in Emergency mode for the
remaining sites and it cuts off ALL service except Emergency Services
units.
