If one uses cordless phones on a landline and the power goes out, no phone..
(not too many people are astute enough to keep a old fashioned simple corded 
phone)

or

If the reason for the outage involved damage to utility lines, power or not, no 
phone.

Regardless of landline or voip, a case can be made to have a cell phone as a 
backup.

Of course I imagine many went without any kind of phone service in the areas of 
Florida ravaged by the hurricanes in Aug/Sep?
